Usual smoke and mirrors by another Illinois politician.  He did not mention that he is again delaying getting the State budget out.  Four years ago it was because of the former corrupt Republican Governor.  One can only assume that the delay now is caused by how to pay for his programs.  He must need the time to gather support from the elected idiots in Springfield regarding his decision to sell more Illinois assets or steal funds from the employees' retirement system or leave the programs unfunded or any combination.
