Here is the NG story on the firing of Champaign-Urbana Public Heath District Director Vito Palazzolo:
The public health board fired director Vito Palazzolo "for gross malfeasance" Monday, rejecting a settlement offer of six months' pay and voting to turn over evidence to the police.
All three members of the Champaign-Urbana Public Health District board – Linda Abernathy, Pius Weibel and Chairwoman Carol Elliott – voted to reject a settlement, fire the director, effective immediately, and turn over financial records to the Champaign Police Department as soon as today.
Neither Palazollo nor his attorney, Traci Nally, returned to the open meeting from a closed session, and neither could be reached by telephone.
The dismissal ended three months of suspension for Palazollo, who had been paid $9,000 a month to stay away from his office.
Elliott read a list of accusations against Palazollo, which included buying equipment without authorization, including a truck worth about $30,000 and two flat-screen TVs; discharging employees without following procedures; charging meals and coffees to the district's credit card while working in town; nepotism, including living with an employee; and unauthorized payment of funds "to one or more employees."
"As of today, he is no longer employed by the district," Elliott said, though she added that Palazollo, like any other employee, is entitled to any accrued vacation or sick time.
"Our action is final," Weibel said, adding the former director is "not entitled to any severance."
I'm glad they've taken this action, but I wonder how much of it could have been prevented by more diligence during the hiring process, and better oversight during his tenure.







From the article: "Abernathy said some reforms have followed the three-month suspension, including closer scrutiny of expenditures."
I really hope that some focus goes into understanding the reforms. What did they really learn and what controls were put in place to prevent this. I looked at my property taxes over the past few years and the year-to-year increase to the district was staggering.
I think it would be helpful if they made the reforms public so that we could understand what action and improvements have been taken. I'm not sure if I would agree with them on what constitutes reform until I see it.
I'm glad the board didn't cave in to a 'settlement offer,' which I'd suspect was made as a threat.
Also, while I wish they could have gotten this done sooner, I am glad they took enough time to do it right by gathering all the evidence, and then giving the guy his chance to respond to the allegations before firing him. That should negate any threat of litigation against the district on this, and will hopefully provide enough information to the police to charge him with crimes.

I just wish we had elected officials competent enough to catch these sorts of problems during the hiring process, or to provide the type of oversight of tax dollars that makes attempting such actions untenable.
In reality, Vito got a three months severance. Not too bad, more if you figure the board knew of this crap long before they put him on paid administrative leave.
It's gonna be pretty scary if the board actually paid these bills in some affirmative way. You can't put a guy in a jail for buying a television if you had the bill for television in front of you and agreed to pay it. Does anyone know how that would be done at their board meetings?
Although I think the whole idea of a severance package for Guido is disgusting, I can see why he had the nerve to ask for it... Why not?
Look at all the other things he bought on the taxpayers dime. Why not ask for one? As someone mentioned earlier, he got three months of 'severance' anyway.

The whistleblower resigned. The board can't summarily rehire her - only the administrator approves hiring & firing decisions. The board was not aware of Vito's previous malfeasance because in his previous settlement was a gag order for his prior health department

Please also show me any and all legal advice I gave that contradicted that given by the County's Attorney, State's Attorney Julia Reitz.
Please also show me how the County Board Democrats consider me a worthy advisor on any matter, let alone the Deedrich affair.
To blame me or anyone else besides the County Board (especially every member of both parties who caved on the settlement), the State's Attorney and Deedrich himself, for how the County capitulated to Deedrich is just ridiculous. Sheesh.
Or maybe the lawyer said it'd cost more than $100k to defend such a lawsuit so it was worth it to settle? You know these lawsuits get settled like that all the time. You get a good lawyer to sue your boss when you get fired... you have a case that passes the threshold of "get the f*** out of my courtroom", you tell the other side to settle for less than the cost it would be to litigate the case plus appeals. The board only learned of this information late April/early May. The board relies on the Director of Finance and the Administrator to be the "checks and balances". If there is an improper purchase and the Director of Finance is aware of it, it is that person's responsibility to report immediately to the board and administrator. I don't believe the city councils and other government boards approve a detailed list of bills paid at their meetings. They rely on internal control. so, where do you think the internal control went wrong at the health district? Any thoughts that some procedures were bypassed on paying bills?

Regardless of what Vito may or may not have done it is important to remain focused on the fact that this situation came about by the malfeasance of the CU Public Health District Board. The question needs to be asked, who performed the refence checks on Vito.......did they not happen to take a few minutes to google his name and Ottawa Michigan? Had they done this, a wealth of information would have been at their fingertips and they most likely would have continued looking on.
This board however; obviously did not take the time to do this, or perhaps they were to excited at the prospect of getting an adminstrator in position that would control the employees better and make them more subserviant to the musings of the board. (It should be noted that at the time of Dave King's departure from this organization, an unrealistic time frame was placed on finding an adminsitrator in a hurry because the board could not be bothered with the day to day operations of the agency:) Vito's spending habits should have been flagged by a review of finances by the board. The large purchases, especially the heavy credit card usage would have shown had they taken the time look - THEY DID NOT! It was no secret within the agency that Vito was trying to find a job within for his girlfriend......why did the board not know? - after all, Vito was introduced by a very prominant district employee to this lady. This action alone should have resulted in his termination.
When questioned about authority, the board answered that they are the final stop, and that they answer to nobody. They need to be accountable to the public just as their administrator is. Where was the media when the board spent hundreds of thousands of tax payer dollars stropping a unionization attempt by the employees? The media never took the time to ask the employees, had they, they would have learned that it was attempted in an effort to create a productive workplace, with accountability to the public and the employees. On the topic of improper termination of employee's what did Vito do wrong? The board summarily terminated 2 dental hygienists a few years ago do to a "lack of work" during the unionizatuib attempt. The reality of that situation was that the 2 hygienists were heavily involved in the unionization effort and their termination was done as a threat to all employees. At the time, when CUPHD had no dentist on staff, Lisa Bell of the Champaign County Dental Access Program had made volunteer arrangements to have guest dentists come in and screen patients for care that could have been provided by the staff CUPHD over a period of six months but the board would not accept the proposal......they wanted to make a point.
I could go on endlessly. As Ms. Scott has stated, the real issues lie with the board of health. I would propose that if these three individuals truly believed in the mission of Public Health and community service that they should work with the Champaign County Board to place a referendum on the ballot asking the citizens to disolve the CU-Public Health District and the Champaign County Public Health Department and then reform under one organization with a legitimate board of health professionals. At the very least, Carol Elliot should resign from public service since she is the only remaining tie to previous problems with the the CUPHD board and the current members.
i think you expect an awful lot from a board where all 3 members have full-time jobs, and no public health experience. the problem lies in the makeup of the board, not the board members themselves. but 1 person did have responsiblity to monitor the spending of the district -- the director of finance
Anonymous 1:46, you want to fire Carol Elliott and keep Linda Abernethy? Is that so she can bring the same kind of fiscal responsibility to the CUPHD that she has to the City of Champaign Township? And where has Pius Weible been the last 90 days? There is more to this story than has come out so far. Is it going to come out or be covered up?
When the Director of Finance lies, and the Administrator lies, it is easy to keep information hidden from boards. Look at the national scandals over the past several years. How can anyone be shocked that a board of health may not notice several thousand dollars worth of frivilous expenditures. It will be interesting to follow this story in the police beat. History shows that rot at the top ALWAYS includes the CFO. Administrators are not typically that smart when it comes to hiding money. I guess we can all just wait to see who signed the checks, filled out the forms, fluffed the reports. I am sure the Champaign Police will get to the bottom of this. I am just as sure that our collective disgust will then shift to the "whistle-blower".

Do you have any specific evidence that the whistleblower was complicit in the malfeasance, or do you just have an axe to grind? So far, despite opportunities to do so, no one from either CUPHD or the board has produced any evidence that she did. Perhaps you should go to the police to report what you know.

The administrator and finance director have a harder time lying if there are independent audits going on. And as far as I'm concerned, every organization that gets or spends tax dollars should have an independent audit.

Wouldn't it be nice if we had an elected official who was able and willing to provide such oversight and "tough, independent" audits, of perhaps every agency and taxing district that received taxpayer funds or services from the County?
I am told that there are supposed to be annual audits at the CUPHD and there hasn't been one for several years. I hope the News Gazette finds out why not. Also, the Board has a treasurer who co-signs, with the director, all checks. Has the treasurer been looking at the backup he's supposed to get for the checks? I'm also told the Board's attorney has been sleeping through meetings. Is this a metaphor for how the Board has been performing its oversight function?

The CUPHD Board has a part-time Treasurer that reports directly to them that is supposed to review documentation and is one of two required signatures on checks. The Director of Finance's interaction with the Board would be through the Treasurer. Does anyone know whether or not the former Director of Finance tried to make the Treasurer aware of what was going on? Perhaps she tried in vain and then decided to go directly to the Board.

I expect Mr. Weibel, as a board member, should answer the question rather than just saying "That's a good question." Taxpayers deserve a better response.
