Faced with skeptical council members and many questions about how it would work, city staff asked for – and received – city council approval Tuesday to define a proposal more clearly to require that garbage containers be screened.
City Manager Steve Carter suggested the move late into Tuesday night's study session, saying the proposal "probably deserves some additional thought by staff."

I'm wondering why this went to the council in the first place with so many questions unanswered and so many issues clearly not thought out. And if you require screening for anything have 3 or more units, aren't you really requiring screening for anything larger than a duplex? Except for Campustown, is this a problem anywhere else? IF that's the case, why penalize the entire city?
That pile of garbage and crap outside Seven Saints is disgraceful. I know that many people have complained, including me. I'd bet that Carlos doesn't want to do anything about it unless "everybody else" has to too.
Back when I used to live in campus town, the stench from the open garbage containers was horrible. Our landlord didn't bother to pay a garbage collector to come regularly, so the trash would be picked up only once a week. And the trash bin was right beside my window ... so you can guess the awful situation I was during summers.
I hope they'll pass the law soon.
I can honestly say it's never bothered me. I could see if there was garbage just thrown in alleys there might be a problem, but a dumpster isn't exactly ugly or anything.
If it bothers you, don't move into a place with one right outside the window. Or build a fence. How many laws do we need?
Given your prior situation, RH, I'm not sure how this proposal would help.
The intent of this proposal is to have all dumpsters in some sort of corral. It doesn't specify how many times each week the landlord would be required to have garbage picked up by a sanitation company, and that is the issue you present.
Unfortunately, I think you're going to have to chalk it up to "a learning experience", and I suspect future rentals by you will be much more thoroughly vetted.\
