Because Champaign cops are too busy creating (ie shooting defenseless children) and defending themselves from controversy to actually get anything useful done.

I believe that David McClain was actually black, and the drug investigation was being run by the feds, not the locals. According the the circuit clerk's website, he was charged in October for driving on a suspended license and was currently being prosecuted. Not sure what else the SA could have done.
