Let me solve the mystery for you right now:
The gun-totin' bandits in blue acted in a manner consistent with the law, police rules, and the moral compaass of the wife of a cop and they are therefore exonerated of their actions.
Never mind that a child is dead for no valid reason. Never mind that the guy who is supposed to lead the folks who are charged with serving and protecting the community was there for the shoot-up and subsequent unnecessary bustin' up of the house the kids were trying to get into...
This community should be ashamed of itself for letting Carter/Finney/Schweighart conduct themselves as they do.

I am most interested in seeing the State Police report because I'd prefer the information about what actually happened, rather than the spin that will surround any decision by the SA to charge or not charge, and the spin that will be contained in the reaction to her decision.
They wear brown, not blue. And while they've always been quite courteous with me, I've never fought with or run from them before. I always figured things would go badly for me if I were to do so. Maybe we need to teach kids not to resist arrest in school?

If the bandits in blue treated with respect the citizens who pay their wages, the children of champaign would not fear and resent police, and would have no reason to evade contact with police.
Champaign Police have created and maintained a very adversarial relationship with the youth of this community.
The fact that the three musketeers are giving the press conference tells you all you need to know:
Mayor supports City Manager's decision to keep the Chief of Police rather than finally admitting failure and firing him.
The UCIMC site seems to be down right now.
So the Norbits and Finney were investigated by an organization consisting only of police, and the decision whether or not to proceed with bringing anyone up on charges will be made by someone whose husband is also police, in a city whose mayor is former police. All things being equal, things aren't very equal, are they.
The fact that Finney will be at the press conference means that he's probably not being let go (at least immediately); the city wouldn't give him a microphone to say "I've just been fired for misconduct." Whether the community will rise up and fire him themselves is another matter. I wouldn't place any bets on Finney's staying power.
Missing from the press conference list is Officer Norbits. Draw your own conclusion.

Probably a cyber attack by combined forces of the Illinois State Police, CCSA office and Mayor McCheese!!!!
More likely it's being swamped by people trying to get a background to the shooting and the city's (apparently) woeful response that they know they'll never get from the media or the city.
Puhleese...Mayor McCheese thinks computers are big, noisy contraptions housed at NCSA, not something that regular people use every day.
